Integrated and Efficient Management of Household Waste

Over the past few decades, the management of household waste in Algeria has been a priority of the Ministry of Environment. Significant efforts have been made to establish integrated and efficient waste management, with initiatives such as the enactment of Law 01-19.

Guiding Principles of Law 01-19

Law 01-19 defines the modalities for the management, control, and disposal of waste according to several key principles:

Prevention and Source Reduction: Encouraging waste reduction at the source of production.

Organization of Sorting, Collection, Transport, and Treatment: Establishing effective systems to manage the various stages of waste treatment processes.

Waste Valorization: Promoting reuse, recycling, and other forms of waste valorization to reduce their environmental impact.

Ecologically Rational Treatment: Ensuring that waste is treated in a manner that minimizes its impact on public health and the environment.

Citizen Awareness: Informing and educating the public about waste-related risks and ways to manage them responsibly.

Essential Definitions

Waste: All residues from production, transformation, or consumption processes.

Household and Similar Waste: Those arising from households as well as similar activities.

Bulky Waste: Those of voluminous nature requiring special collection.

Special Waste: Those arising from industrial, agricultural activities, etc., requiring special treatment.

Hazardous Special Waste: Those posing a danger to public health or the environment due to their composition.

Healthcare Waste: Those arising from medical and veterinary activities.

Inert Waste: Those undergoing no modification during storage and presenting no particular danger.

Waste Generator and Holder: Persons or entities responsible for the production or holding of waste.

Responsibilities of Waste Generators and Holders

Articles 7 and 8 of Law 01-19 establish clear obligations for waste generators and holders. They are required to ensure or have ensured the ecologically rational management of their waste, including ensuring their valorization or disposal in accordance with the law.

Additional Legal Framework

In addition to Law 01-19, other legislative texts have been adopted to strengthen environmental protection and waste management in Algeria. Among them is Law No. 03-10 of July 19, 2003, and several decrees governing various aspects of waste management.
